History
The People's Archive was established in December 1988 on the initiative of a group of professors and students of the Moscow State Historico-Archival Institute (Moskovskii gosudarstvennyi istoriko-arkhivnyi institut—MGIAI), led by Boris S. Ilizarov, who has directed the archive from the start. A product of the period of glasnost' and perestroika, the main purpose of the archive is to collect, preserve, and insure the open public availability and use of a wide range of documentation of society that was not being adequately provided for in official state archives.
        Since 1991, TsDNA has been registered as an independent social organization, although it retained a loose association with the Historico-Archival Institute of the Russian State University for the Humanities (IAI RGGU), as MGIAI has now become. Facilities for the archive were initially furnished by RGGU, but in subsequent years it was forced to move after Professor Ilizarov was no longer associated with the University. More permanent facilities were found in fall 1998, where the archive was located from 1999 to 2006, although with only a minimal financial basis and predominantly volunteer operations.
        In 2008 the People's Archive was forced to close due to financial problems, and its fonds were transferred to RGANI (B–13). Since March 2010 all of the fonds of the archive are preserved in RGANI, but as of 2016 are still not accessible for researchers.
