Access
Although 99% of the holdings are now open to researchers, a few fonds—such as the construction bureaus and factory records relating to military production remain classified, as do personnel records and other documents relating to personal privacy, which by law are closed for 75 years.

Working conditions
Researchers can order up to 12 files at a time, and orders are delivered within 2 working days.
        Researchers using references to earlier citations in scholarly literature should be aware of the numerous changes in the name of the archive and numbers of fonds, and should also note that many fonds were transferred to the municipal archives (see above) after the appearance of the 1962 guide to GAORSS (d–91).

Copy facilities
Facilities are available for xerox and microfiche copies. Foreign researchers are required to pay in rubles in dollar equivalents. Copies intended for commercial use require a license agreement.

Reference facilities
The list of fonds and opisi available electronically at the old website of TsGAMO: http://old.gau.mosreg.ru/fondi/ and http://old.gau.mosreg.ru/opisi/.
        Systematic subject and personal-name card catalogues cover a number of major fonds including the Mossovet, the Mosoblispolkom, the Guberniia Council of Trade Unions, Education Division of the Mossovet, and uezd executive committees. There are also thematic surveys for a number of fonds.

Library facilities
The archive has a small reference library (approximately 10,000 items) open to researchers with published and unpublished titles, as well as local newspapers and periodicals.
