In 1946 an Archival Administration was organized within the Commissariat of Foreign Affairs. The ongoing agency archive of the Commissariat (after 1946—Ministry), which then preserved postrevolutionary records was reorganized as the Archive of Foreign Policy (AVP NKID/MID) as a subdivision of the Archival Administration. At the same time, most of the archives of the prerevolutionary records of the imperial Ministry of Foreign Affairs were transferred from the NKVD to the People’s Commissariat of Foreign Affairs and also came under the Archival Administration of the Commissariat, and was organized as the Archive of Foreign Policy of Russia (AVPR). In 1958, the archival administration of MID was reorganized as the Historico-Diplomatic Administration, responsible for archives and publications of diplomatic documents, among other functions. In 1992 it came under the Ministry of Foreign Affairs of the Russian Federation. As a result of subsequent reorganization of the Ministry in December 1993, it became a “department” with its present name. Two separate archives operate as divisions of IDD MID RF under the Ministry of Foreign Affairs—the Archive of Foreign Policy of the Russian Federation (AVP RF—C-2), holding post-1917 records of the Ministry of Foreign Affairs, and the Archive of Foreign Policy of the Russian Empire (AVPRI—C-3), consisting of prerevolutionary documentation. Other agencies subordinate to IDD MID are the Central Scientific Library of MID, the Division for Diplomatic Publications, the Division of Scientific Research, and the Division for Documentary Information. In March 1995 a decree by President Yeltsin gave MID the right to the permanent retention of its own archives, confirming the existing situation already in practice since 1946. |
