History
The archive has evolved to house local records of successive security organs of the Cheka (ChK), the All-Russian Cheka (VChK), the OGPU, the NKVD, and subsequently the KGB.
        According to the Russian presidential decree of August 1991 and the recommendations of the Presidential Commission for the Transfer and Use of KGB and CPSU Records to Public Archives, KGB records were supposed to be transferred to Rosarkhiv and local state archives, but as fall 1998, there have been no significant transfers in St. Petersburg (see more details below).
